Byron R. Hardin is President of Hardin & Associates Consulting, LLC. He has over 23 years of municipal and state government experience in environmental health, code enforcement, parks and recreation, water and wastewater and public works. Byron was the former Cross-Connection Control Program Manager for the Texas Natural Resource Conservation Commission (TNRCC) of the Public Drinking Water Section/Water Utilities Division. During his municipal government career, he managed multi-million dollar budgets and numerous cost centers associated with water quality, production, distribution, and collection systems. Byron has chaired and served on several local, state, and federal committees and professional organizations. Byron's experience and commitment to the environmental and public works fields has assisted in directing state and federal legislation that eventually became law, designed to help protect public health and water/wastewater industry. Byron currently holds the following licenses and endorsements:
Steve Fain has been in the plumbing and water related businesses for more than 35 years. For 25 years, he has held a Master's Plumber's License. Steve Fain also holds the Master Plumber's Water Supply Protection Specialist endorsement and is approved by the Texas State Board of Plumbing Examiners as an instructor for that endorsement. Steve provided instruction for the Backflow Prevention Assembly Testing School, Backflow Continuing Education and Customer Service Inspector courses for the Texas Engineering Extension Service (TEEX), Texas A&M University System for 13 years and holds a Backflow Prevention Assembly Tester's (BPAT) license issued by the Texas Commission on Environmental Quality (TCEQ). Michelle is a certified planner by the American Planning Association's American Institute of Certified Planners (AICP) porgram. Her work encompasses 20 years with municipal government in planning, zoning, and land use development, as well as leading neighborhood and comprehensive planning efforts for serveral North Texas cities over the span of her public service career. Michelle is a capable planner, a good communicator, and a strong leader.
